Save Education - High School Diploma or GED Skills - IV Certification - Driver's License Benefits - Paid Time Off - Health Insurance - Vision Insurance - Retirement Plan - Credit Union Membership Duties Summary Supervises and has responsibility for all operational and maintenance activities at a Class IV wastewater treatment plant and lower classed plants in a district, as well as tributary pumping plants; supervises and participates in the major overhaul, repair, and installation of treatment and pumping plant equipment; and performs other related duties as required. This level is characterized by its primary responsibility for supervising all operational and maintenance activities at a Class IV wastewater treatment plant, as rated by the State Board of Certification of Operating Personnel in Wastewater Treatment Facilities. One (1) immediate permanent full-time vacancy in Hilo. Special Working Conditions: exposure to hazardous, filthy, and obnoxious conditions; may also be subject of shift, weekend and holiday work as required. Examples of Duties Has twenty-four hour responsibility for the operation and maintenance of all wastewater treatment and tributary pumping plants within a district. Supervises and participates in the operation and maintenance of pumps and auxiliary equipment to control the flow of wastewater, air, and sludge through the various stages of the treatment process. Inspects plant equipment and observes unit process functions at regular intervals to determine efficiency of plant operation. Initiates changes as required to meet process quality control requirements. Analyzes and evaluates instrument readings and reports of laboratory analyses to maintain or improve plant operations. Assigns duties to plant personnel and instructs and supervises them in their work. Determines causes of malfunction and initiates corrective actions. Supervises and participates in the operation of chemical feed systems; in the operation, installation, maintenance, repair, and testing of all wastewater treatment and pumping plant equipment; in making running repairs and adjustments to equipment in the plants; in the painting of equipment buildings and other plant structures; and in collecting samples of performing chemical and physical laboratory analyses. Maintains and evaluates operating and maintenance records, and prepares and submits various operational reports. Recommends process modifications to improve plant performance. Reads and interprets plans and specifications, and maintains familiarity with manufacturer's manuals and new treatment processes and techniques. Responds to emergency calls. Submits job orders and requisitions for tools, materials, and supplies. Participates in evaluating subordinates. Participates in on-going safety and training programs. Enforces and complies with all Federal, State, and County laws, regulations, and policies relating to occupational safety and health. Operates a motor vehicle to transport personnel, equipment, and materials. Performs other related duties as assigned. Minimum Qualification Requirements Training and Experience: A combination of education and experience substantially equivalent to: graduation from high school, and four and a half (4-1/2) years of experience which shall have involved the operation and maintenance and/or supervision of a Grade II, III, IV level wastewater treatment plant, and possession of a current Hawai'i Mandatory Wastewater Treatment Plant Operator Grade IV Certificate by the closing deadline (scan and attach copy of your certificate), and possession of a valid State of Hawai'i driver's license (Class 3) or any other comparable valid driver's license by the closing deadline. (You will be required to submit your valid driver's license at time of the job interview), and a current traffic abstract confirming no DUI convictions, license revocations, or suspensions for three (3) years preceding and no moving violations for one (1) year preceding. A current traffic abstract is valid for 30 days from date of issuance by the district court. (You will be required to submit your current traffic abstract at time of the job interview.) Note: Possession of a current Department of Transportation Medical Examiner's Certificate is required prior to appointment, and a valid State of Hawai'i driver's license (Class 4, non-CDL) is required prior to completion of probation. Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. Wastewater Treatment Plant Operator Certification Initial Certification and Renewal Information on prerequisites for examination qualification is prescribed in Title II, Chapter 61, Hawai`i Administrative Rules 'Mandatory Certification of Wastewater Treatment Personnel in Wastewater Treatment Plants.' ********************************************* Certification is obtained through the State of Hawai'i Department of Health, Wastewater Branch. The Board of Certification administers two paper examinations per calendar year in February and August. The examinations can also be taken as Computer Based Test (CBT). Operators may take the test up to 3 times in a calendar year. Any combination of paper and CBT is allowed up to three attempts. Applications for Wastewater Operator Certification Examinations are mailed to all county, private, and federal agencies approximately 90 days prior to the paper examination dates. These are the only two time periods during which applications are accepted for any exams. Please visit the above website for certification information. Reciprocity Out-of-state applicants who possess wastewater treatment plant operator certifications in their state and who are seeking employment with the County of Hawai'i should first inquire with the State of Hawai'i Department of Health (DOH) on how to obtain a Hawai'i Operator Grade IV certification through reciprocity. The Board of Certification administers two examinations per calendar year in February and August. Once persons obtain the appropriate wastewater operator certification, they should submit the certification to the Department of Human Resources for final processing of the application if the recruitment is open. Ability to: plan, assign, and supervise the work of others; operate and maintain electrical pumping units and auxiliary equipment including manual switchover of emergency generator units; diagnose problems in plant equipment and supervise their correction; review operational reports of equipment and laboratory analyses of wastewater, and determine need for adjustments; instruct others in operational practices and procedures relating to treatment plant equipment; perform the required laboratory tests and analyze results; operate computers; act quickly and effectively in emergencies; encourage safety practices and enforce safety rules; give and follow oral and/or written instructions; work harmoniously with others; handle weights and loads.
