ORGANIZATIONAL RELATIONSHIPS:

a. Reports to: Executive Director

b. Supervises: Program Managers of the Community Based Residential Group home programs;

Nursing staff;

Therapists;

Consultants;

Paraprofessional Staff

c. Coordinates with: Administrative Services Director

JOB SUMMARY:

The Clinical Director is a member of the executive management of the organization and guides the

planning and implementation of all FIS treatment and support programs to include

evidence based best practices and conformance to accreditation, licensing and contract requirements.

The Clinical Director is responsible for overseeing the planning and implementation of the clinical

component of the quality improvement program and program services related staff development. This

position provides supervision to the all staff in FIS clinical based programs, including Nursing Services and consultants. Participation in report writing, grant writing and proposals for state contracts is required, as well as proficiency in use of computers and electronic health records/databases. Integrates conformity of clinical based services within the Salvation Army’s and FIS’s policies and structures.

ESSENTIAL FUNCTIONS:

1. Serves as an effective leader and manager to accomplishing agency/organization objectives according to established values, mission, and vision and participates in the FIS Administration.

2. Directs the operations of FIS clinical programs, including the planning development, implementation and marketing of FIS treatment and support services, delegating specific functions, as appropriate, supervises FIS treatment based program; supervisors/managers, including nursing staff and consultants.

3. Oversees and ensure compliance with HIPAA requirements and 42 CFR standards.

4. Provides ongoing supervision to program supervisors/managers to ensure high quality service delivery in congruence with the agency’s missions.

5. Collaborates with the Psychiatrist to ensure that health, treatment, and medication policies and procedures meet licensing and accreditation standards and ensure the well-being of program participants.

6. Plans and ensures implementation of an ongoing program of quality improvement in conformance with all licensing and accreditation requirements including staying informed on health care reform as it affects FIS clinical services.

7. Ensures that all clinical services, documentation and policies and procedures are in conformance with relevant regulatory/accreditation, legal and corporation standards, and administration and personnel policies and procedures.

8. Oversees contract management and ensures clinical program compliance with agencies utilization plans

9. Provides clinical consultation and direction as needed to program supervisors/managers and clinical staff.

10. Develops clinical staff orientation and plans and implements staff development/training program in accordance with licensing and accreditation requirements.

11. Maintains good understanding and working knowledge of electronic health records and other electronic data bases used to document and bill for the provision of billable treatment services.

12. Maintains effective relationships with funders and other community service providers.

13. Correctly and promptly follows specified agency procedures required for the appropriate handling of all Emergency Response Codes.

14. Maintains good professional and ethical standing with own professional licensing and certification boards.

15. Interacts with others with courtesy and respect.

OTHER FUNCTIONS:

• Performs other duties as assigned by the Executive Director.

• Willingness to accept and implement The Salvation Army philosophy.

• Participates in upkeep and safety of the unit.

• Meets and maintain CAMHD credentials and licensing and/or any other Agency requirements.

QUALIFICATIONS:

Must meet the Department of Health’s (DOH)’s, Child & Adolescent Mental Health Division’s (CAMHD)’s standard as a Qualified Mental Health Professional (QMHP). This includes any of the following: 1) a current Hawaii licensed psychiatrist; board certified by the American Bord of Psychiatry and Neurology (ACPN); or bord eligible in Child in Child/Adolescent Psychiatry or; 2) Clinical or Educational Psychologist with a current Hawaii license in Psychology; or 3) An Advanced Practice Registered Nurse (APRN) certified as a Psychiatric Clinical Nurse Specialist with a current Hawaii license/certification; or 4) A Hawaii Licensed Clinical Social Worker (LCSW); or 5) A Hawaii Licensed Marriage and Family Therapist (LMFT); or 6) A Hawaii Licensed Mental Health Counselor (LMHC). Proof of completion with an advance degree within a behavioral health discipline from an accredited college is required. In addition, a minimum of five years clinical experience in the mental health and/or child mental health settings and five years of experience in program management/administrative and clinical supervision. Working knowledge of continuum of care services including residential and outpatient treatment, case management, family and vocational services is required. Knowledge of electronic health records as well as gender specific treatment best practices is needed. Experience working within CAMHD program services, including work in group residential services for adolescents are also strongly desired. Excellent verbal and written communication skills, including proven report and grant writing skills required. Personal vehicle and valid Hawaii. State driver license required

EQUIPMENT NEEDS:

Use general office equipment such as computers, printers, photocopiers, calculators, etc.

DESCRIPTION OF WORK ENVIRONMENT:

Most work will be conducted indoors at the FIS Facilities. Attendance at trainings in Hawaii is required. Some out of state travel may be required.

OTHER REQUIREMENTS:

Able to meet basic standards of physical, mental health, and communication demands. Specified by

State and/or professional accreditation standards applicable to this agency. Initial/Annual criminal

background check, pre-employment, annual physical examination, TB test, and driver abstract

compliance with agency policy are required.
