One (1) immediate permanent full-time vacancy in Hilo. The eligible list may be used for other Buyer I permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment. Examples of Duties Receives and reviews purchase requisitions and proposed contracts for completeness and conformity to established regulations, procedures and policies. Discusses requirements, specifications and alternatives with requisitions and suggests substitutions if necessary. Interviews vendor representatives to determine reliability and quality of product and service. Consults superiors when necessary to properly evaluate products. Secures price quotations and delivery promises, and selects vendors on the basis of best bids and recommends awards. Follows up on orders. Investigates and corrects discrepancies in orders. Studies price trends, market conditions and various purchasing periodicals and publications. Assists in preparing invitations to bid. Participates in field sampling and testing of products. Minimum Qualification Requirements Training and Experience: A combination of education and experience substantially equivalent to: graduation from high school, and four (4) years of experience in buying of a variety of commodities and services. Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application. It is essential that the applicant describe fully the duties and responsibilities of each position held, specify the date of each position held (from and to, month and year), and indicate the number of hours worked per week. Note: In-person interviews and/or further testing in Hawai'i County may be required at the discretion of the hiring department/agency. If in-person interviews and/or further testing are required, applicants who are referred to the hiring department/agency must be available to participate in person and at their own expense at that phase of the selection process.' Knowledge of: various types of commodities and services and their sources of supply; principles and practices used in government purchasing; policies and procedures of the purchasing division; the County Charter and ordinances and State statutes governing governmental purchasing; market conditions and price trends; interviewing techniques; basic research principles, techniques and methods; office practices and procedures. Ability to: evaluate the quality and suitability of commodities and services; review and revise commodity and service specifications; research into and evaluate market conditions and price trends; analyze and determine appropriateness of bids, and recommend awards; interpret policies, laws, and ordinances related to governmental purchasing; establish and maintain good working relationships with other County agencies, vendors and their representatives, and technical consultants; communicate effectively orally and in writing with vendor representatives, County personnel and the general public; effectively organize work and priorities; operate standard office machines.
